Conflicting Messages

I was walking across East 7th Street recently, when I saw this car-mat-bedecked wooden board over some wet cement:

Board over cement.

So what do we do, not step? Or watch our step?

Which is it?!

      next wet patch of cement i see, i am definitely gonna do that!

      of course, i will have to pick a nice font, and make sure the kerning is good.
