Going Off The Rails

What's the first thing you see when you look at this picture of a building on East 6th Street?

Tiny little sign.

The tiny little sign, right? There might as well be a large neon arrow pointing at it, flashing "Read Me!"

Where are the rails? How can you not attach your bicycle to the rails when there are no rails?!

    a perusal of google street views shows that building in october, 2014 - with that sign! i wonder if the 'rails' are the a/c cages?

    p.s. i am amazed how graffiti free that building front is - both today and back then https://goo.gl/maps/wKGR1U7nc6K2

      I thought the rails might be the a/c cages, but then why not put the sign *between* those windows and say "Bicycles attached to bars will be removed"?
