Tape is supposed to stop broken glass from becoming flying glass. Many people, conserving resources, as they do, opt for cheaper, packing tape. These people were a little less conservation-minded, and went with the more expensive, and stronger, duct tape.
Once they had the tape in place, what reason was there to remove it? First of all, it's hard work, getting that adhesive off, and secondly, who's to say there won't be another hurricane some day? Why go through all that effort again when you don't have to?!
